نظمت كلية العلوم الاقتصادية والاجتماعية والقانونية، يم أمس الأربعاء بمقر غرفة التجارة والصناعة الخدمات ندوة علمية حول موضوع «قراءة في مستجدات مشروع قانون المالية لسنة 2022″، حيث شارك فيها ثلة من الاساتذة الباحثين الذين أخنو النقاش بمداخلاتهم القيمة .
هكذا شهد اللقاء كلمة لكل من رئيس غرفة التجارة والصناعة والخدمات بجهة فاس مكناس وعمدي كلية العلوم القانونية والاقتصادية والاجتماعية بجامعة مولاي اسماعيل، لتبدأ بد ذلك الجلسة العلمية عبر مداخلة للأستاذة فتيحة عديوياه وهي الاساتذة بكلية العلوم القانونية والاقتصادية والاجتماعية بمكناس، ثم بمداخل أخرى المهدي العراقي الحسين نائب غرفة التجارة والصناعة والخدمات .
أما الأستاذ عبد الرحمان حداد فقد تطرق في مداخلته لموضوع البعد الاجتماعي في مشروع قانون مالية 2022 ، فيما جاء مداخلة عبد الكريم الصياد تحت عنونان التدابير الجمركية والضريبية المقترحة في مشروع قانون المالية .
ويراهن مشروع قانون المالية لسنة 2022، الذي تمت مناقشته، على تحقيق نمو بنسبة 3.2 في المائة، وتسجيل عجز في الخزينة بنسبة 5.9 في المائة من الناتج الداخلي الخام، إلى جانب توقع إحداث 250 ألف منصب شغل مباشر خلال سنتين.
وبحسب تصريحات لمسؤولين حكوميين فقد ارتكز إعداد مشروع قانون المالية على فرضيات أساسية أهمها بلوغ المحصول الفلاحي 80 مليون قنطار من الحبوب، ومتوسط سعر غاز البوتان في حدود 450 دولارا للطن.
وكانت لجنة المالية والتنمية الاقتصادية بمجلس النواب بالأغلبية قد صادقت على الجزء الأول من مشروع القانون المالي رقم 76.21 لسنة 2022 وحظي مشروع القانون بموافقة 21 نائبا، ومعارضة 11 آخرين دون تسجيل أي امتناع.
