يمتلك زهير الشرفي، الذي عينه صاحب الجلالة الملك محمد السادس رئيسا جديدا للهيئة الوطنية لضبط الكهرباء، مسارا مهنيا غنيا.
وبدأ الشرفي حياته المهنية كمفتش للمالية بالمفتشية العامة للمالية خلال الفترة ما بين 1985 و1988، قبل أن يتم تعيينه رئيسا لمصلحة الحوافز المالية (1988-1991)، ثم رئيسا لمصلحة الدراسات النقدية بين 1991 و1994 فرئيسا لقسم الدراسات النقدية والتنظيم البنكي (1994-1999).
كما شغل منصب نائب مدير الخزينة والمالية الخارجية (1999-2003)، قبل أن يتم تعيينه مديرا للخزينة والمالية الخارجية (2003-ماي 2010)، ثم مديرا عاما لإدارة الجمارك والضرائب غير المباشرة (يونيو 2010-أكتوبر 2017).
وفي نونبر 2017، تم تعيين الشرفي كاتبا عاما لوزارة الاقتصاد والمالية وإصلاح الإدارة، قبل أن يتولى منصب مدير ديوان وزير المالية (ماي 2020- أكتوبر 2021)، ثم عضوا بمجلس الرقابة للقرض الفلاحي (منذ دجنبر 2022).
وإلى جانب مهامه المتعددة، شغل السيد الشرفي منصب عضو بمجلس بنك المغرب ورئيسا لمجلس المنظمة العالمية للجمارك (2014 و2015).
كما شغل مناصب إدارية بكل من الهيئة المغربية لسوق الرساميل، والبنك الشعبي المركزي، والشركة المغربية الإماراتية للتنمية، والمصرف العربي للتنمية الاقتصادية في إفريقيا.
