سلط باحثون جامعيون، في ندوة بفاس، الضوء على أهم الرهانات والتحديات المطروحة على التنزيل الملموس للنموذج التنموي الجديد.
وأكد الباحثون في الندوة المنظمة بمبادرة من (المنتدى المغربي للتنمية الإجتماعية) حول موضوع (النموذج التنموي الجديد والرهانات المطروحة) على ضرورة استثمار القواسم المجتمعية المشتركة في ربح رهان تنزيل المشروع التنموي، مستشرفين سبل تحويل المشروع إلى واقع تنموي ينهض بالبلاد.
وطرح الباحث في القانون الدستوري والعلوم السياسية، نبيل الزكاوي، من جامعة سيدي محمد بن عبد الله بفاس، في مداخلة عنونها ب(النموذج التنموي الممكن) عددا من الأفكار ذات الإرتباط بكيفية نقل النموذج التنموي من مستوى الخطاب إلى مستوى الممارسة الفعلية.
وقال الباحث في القانون الدستوري، إن النموذج التنموي لازال في مرحة التأمل، مسجلا تكريس تقرير النموذج التنموي للمرجعية الوطنية في صياغة النموذج. وذكر الزكاوي بأن تقرير النموذج التنموي صاغه مغاربة، بناء على حاجيات وانتظارات عبر عنها المغاربة في لقاءات اللجنة التي تكلفت بإعداد التقرير.
وتطرقت مداخلات أخرى لمشروع قانون المالية، والمحاور الكبرى من البرنامج الحكومي وأهدافه والانتظارات منه، وكذا منظومة الحماية الإجتماعية والأوراس المفتوحة للنهوض بها في أفق سنة 2025، وذلك في علاقة متكاملة مع النموذج التنموي الجديد.
ويأتي تنظيم الندوة حسب رئيس (المنتدى المغربي للتنمية الإجتماعية) عبد الرحيم الرماح، بالتزامن مع النقاش المطروح حول قانون المالية لسنة 2022 بمجلس النواب في الوقت الحالي.
