أفادت الخزينة العامة للمملكة بأن وضعية تحملات وموارد الخزينة أظهرت عجزا في الميزانية بلغ 20,2 مليار درهم برسم الأشهر الستة الأولى من سنة 2026، مقابل عجز بلغ 24,9 مليار درهم خلال الفترة نفسها من السنة الماضية.
وأوضحت الخزينة، في نشرتها الشهرية لإحصاءات المالية العمومية لشهر يونيو 2026، أن هذا العجز يأخذ في الاعتبار رصيدا إيجابيا بقيمة 26 مليار درهم حققته الحسابات الخصوصية للخزينة ومصالح الدولة المسيرة بصورة مستقلة.
ووفقا للمصدر ذاته، استقرت المداخيل العادية عند 229,7 مليار درهم، بارتفاع نسبته 8,6 في المائة، مدفوعة بزيادة الضرائب المباشرة (زائد 13,8 في المائة)، والرسوم الجمركية (زائد 9,5 في المائة)، والضرائب غير المباشرة (زائد 9,5 في المائة)، ورسوم التسجيل والتنبر (زائد 14,9 في المائة)، وذلك بالموازاة مع تراجع المداخيل غير الضريبية (ناقص 16,9 في المائة).
وفي المقابل، ارتفعت النفقات الصادرة برسم الميزانية العامة بنسبة 13,2 في المائة لتصل إلى 311,1 مليار درهم، نتيجة زيادة نفقات التسيير بنسبة 16,7 في المائة، ونفقات الاستثمار بنسبة 14,3 في المائة، وتحملات الدين المدرج في الميزانية بنسبة 2,4 في المائة.
ويعزى ارتفاع تحملات الدين المدرج في الميزانية إلى زيادة تسديدات القرض الرئيسي أو الاستهلاكات بنسبة 2,3 في المائة لتصل إلى 35,2 مليار درهم، وفوائد الدين بنسبة 2,6 في المائة لتصل إلى 24 مليار درهم.
كما أشارت الخزينة العامة للمملكة إلى أن الالتزامات بالنفقات، بما فيها تلك غير الخاضعة للتأشيرة المسبقة للالتزام، بلغت 500,5 مليار درهم عند متم يونيو، مما يمثل معدل التزام إجمالي قدره 52 في المائة، ومعدل إصدار للموجبات مقارنة بالالتزامات بنسبة 83 في المائة.
وفي ما يتعلق بالحسابات الخصوصية للخزينة، فقد بلغت مداخيلها 126,6 مليار درهم ونفقاتها الصادرة 101,5 مليار درهم، ليصل رصيد مجموع هذه الحسابات إلى 25,1 مليار درهم.
وبخصوص مصالح الدولة المسيرة بصورة مستقلة، فقد تراجعت مداخيلها بنسبة 3,7 في المائة لتستقر عند 1,5 مليار درهم، في حين انخفضت نفقاتها بنسبة 6,7 في المائة لتصل إلى 531 مليون درهم.
