ينظم المجلس الوطني لحقوق الإنسان، يوم الخميس 29 فبراير 2024، لقاء تفاعليا عن بعد حول موضوع: *”الصحة النفسية والعقلية: الآليات القانونية وفعلية الحقوق”*، ابتداء من الساعة السادسة والنصف (18:30)، سيبث مباشرة على صفحة المجلس على الفايسبوك.
ويهدف هذا اللقاء التفاعلي إلى بسط الإشكالات التي يعرفها قطاع الصحة النفسية والعقلية بالمغرب، وفي مقدمتها الإطار التشريعي والمؤسساتي، وذلك في ظل سياق يتسم بقِدَم النصوص القانونية وعدم ملاءمتها مع التشريعات الدولية وضعف بنيات الاستقبال اللائقة والملائمة وندرة الموارد البشرية المتخصصة. كما يروم مناقشة السبل الكفيلة بمعالجتها وفق مقاربة دامجة ومندمجة تضمن فعلية حقوق جميع الفاعلين والمعنيين بالصحة النفسية والعقلية.
وسيشارك في هذا اللقاء، الذي ستفتتحه رئيسة المجلس، آمنة بوعياش، ويسير أشغاله عبد الرفيع حمضي، مدير مديرية الحماية والرصد بالمجلس، البروفيسور عمر بطاس حول “الصحة النفسية والعقلية وحقوق الإنسان”، وممثل منظمة الصحة العالمية حول “دور واستراتيجية منظمة الصحة العالمية للنهوض بحقوق الإنسان في مجال الصحة النفسية والعقلية”، وممثل المجلس الاقتصادي والاجتماعي والبيئي حول “الصحة العقلية وأسباب الانتحار بالمغرب”، بالإضافة إلى السيدة عائشة آيت بالعربي عن الائتلاف الجمعوي المواطن للأمراض العصبية والنفسية.
وجدير بالذكر أن المجلس الوطني لحقوق الإنسان دأب منذ سنة 2019 على تضمين تقاريره السنوية حول وضعية حقوق الإنسان بالمغرب توصيات حول الصحة النفسية والعقلية، كما أصدر تقريره الموضوعاتي حول فعلية الحق في الصحة في فبراير 2022، الذي بسط محددات الحق في الصحة ومنها الصحة النفسية والعقلية سواء من الناحية القانونية والمؤسساتية أو من الناحية السوسيو اقتصادية، وقدم مرتكزات جوهرية لبناء وهندسة استراتيجيات على ضوء مبادئ حقوق الإنسان.
