صادق مجلس النواب، بالأغلبية، على الجزء الأول من مشروع قانون المالية رقم 50.25 للسنة المالية 2026، وذلك في ختام جلسة عمومية امتدت إلى الساعات الأولى من صباح اليوم الجمعة.
وحظي الجزء الأول من مشروع القانون، خلال هذه الجلسة التي جرت بحضور وزيرة الاقتصاد والمالية، نادية فتاح، والوزير المنتدب المكلف بالميزانية، فوزي لقجع، بموافقة 165 نائبا برلمانيا، فيما عارضه 55 نائبا، دون تسجيل أي امتناع عن التصويت.
وأفاد تقرير لجنة المالية والتنمية الاقتصادية بأن مجموع التعديلات المحالة على اللجنة بخصوص مشروع قانون المالية لسنة 2026 بلغ ما مجموعه 350 تعديلا، منها 328 تعديلا في الجزء الأول، و 22 تعديلا في الجزء الثاني، مشيرا إلى أن عدد التعديلات المقبولة في الجزء الأول بلغ 30 تعديلا.
وتوزعت التعديلات في الجزء الأول بين الحكومة (تعديلين)، وفرق الأغلبية (23 تعديلا)، والفريق الاشتراكي-المعارضة الاتحادية (73)، والفريق الحركي (46)، والتقدم والاشتراكية (37), والمجموعة النيابية للعدالة والتنمية (117)، والنائبة فاطمة التامني (30 تعديلا).
وكانت وزيرة الاقتصاد والمالية، نادية فتاح، قد أكدت خلال المناقشة العامة لمشروع قانون المالية أن السياق العام لإعداده يعكس مرحلة جديدة من الدينامية الاقتصادية الوطنية، حيث لم يعد النقاش منصبا على الصمود أو الخفض من آثار الأزمات، بل على تحقيق نمو مستدام وتنويع مصادر الثروة في ظل اقتصاد مغربي ناجح، يمضي قدما وفق رؤية استراتيجية طويلة الأمد.
وشددت على أن مشروع القانون يسعى إلى تحقيق توازن دقيق بين منطق الأرقام والرهان التنموي المندمج، باعتباره إطارا ماليا وتنمويا في آن واحد، يعكس الرؤية الشمولية للحكومة في تنزيل اختياراتها الاستراتيجية وتنفيذ التوصيات الواردة في التقرير العام حول النموذج التنموي الجديد.
وأضافت أن المغرب حقق نجاحا بارزا في الحفاظ على التوازنات الماكرو-اقتصادية وتعزيز السيادة المالية، بفضل الإصلاحات الجبائية وترشيد النفقات وتحسين تعبئة الموارد، ما مكن من تخفيض المديونية وتعزيز ثقة المؤسسات الدولية، مشيرة إلى أن هذه “المعطيات من شأنها جذب المزيد من المستثمرين العالميين”.
تجدر الإشارة إلى أن مجلس النواب سيعقد اليوم الجمعة جلسة عمومية تخصص للمناقشة والتصويت على الجزء الثاني من مشروع قانون المالية، على أن يتم بعد ذلك التصويت على مشروع القانون برمته.
