ازداد هشام بلاوي، الذي عينه صاحب الجلالة الملك محمد السادس، اليوم الاثنين، وكيلا عاما للملك لدى محكمة النقض، رئيسا للنيابة العامة، بسلا سنة 1977.
و بلاوي حاصل على شهادة الدكتوراه في الحقوق، شعبة القانون الخاص، من كلية العلوم القانونية والاقتصادية والاجتماعية بجامعة محمد الخامس – أكدال سنة 2013. كما حصل سنة 2005 على دبلوم الدراسات العليا المعمقة في الحقوق بجامعة محمد الخامس-أكدال.
وشغل بلاوي منصب رئيس ديوان رئيس النيابة العامة (2017-2018) قبل أن يعين ابتداء من سنة 2018 كاتبا عاما برئاسة النيابة العامة.
وفي سنة 2021، عين عضوا بالهيئة المشتركة للتنسيق بين المجلس الأعلى للسلطة القضائية ووزارة العدل ورئاسة النيابة العامة، وفي لجنة الأرشيف القضائي سنة 2022، ورئيسا للجنة المخالفات الضريبية سنة 2023.
واستهل بلاوي، الذي التحق بالمعهد العالي للقضاء سنة 2001، مساره المهني كمكلف بمهام نائب وكيل الملك بالمحكمة الابتدائية بسوق أربعاء الغرب سنة 2003، ثم نائبا لوكيل الملك بالمحكمة الابتدائية بمكناس، فقاضيا ملحقا بمديرية الشؤون الجنائية والعفو – وزارة العدل – قاضيا مكلفا بالسجل العدلي الوطني.
وبين سنتي 2010 و2014، شغل بلاوي منصب رئيس قسم العفو والإفراج المقيد بمديرية الشؤون الجنائية والعفو بوزارة العدل والحريات قبل أن يعين رئيسا لديوان وزير العدل والحريات سنة 2014 ثم رئيسا لقسم التدابير الزجرية في المادة الجنائية بالمديرية ذاتها.
وكان بلاوي أستاذا زائرا بكلية العلوم القانونية والاقتصادية بسلا الجديدة، وأستاذا بالمعهد العالي للقضاء، وكذا خبيرا في المادة الجنائية لدى اللجنة الأوروبية في إطار برنامج – ميدا عدل 2 – سنة 2009-2010.
