افتتح مجلس النواب، اليوم الجمعة، أشغال الدورة الثانية من السنة التشريعية 2023 – 2024، الموسومة بأجندة تنظيمية وتشريعية ورقابية حافلة.
واستهلت أشغال هذه الدورة بإجراء عملية انتخاب رئيس مجلس النواب لما تبقى من الولاية البرلمانية (2021-2026) ، والتي ماتزال متوصلة، وذلك طبقا لمقتضيات النظام الداخلي للمجلس التي تنص على أنه “ينتخب رئيس المجلس في مستهل الفترة النيابية، ثم في سنتها الثالثة عند دورة أبريل لما تبقى من الفترة المذكورة، تطبيقا لأحكام الفصل الثاني والستين من الدستور”.
ويتنافس على منصب رئيس مجلس النواب لما تبقى من الولاية البرلمانية الحالية، كل من راشيد الطالبي العلمي (مرشح الأغلبية البرلمانية)، وعبدالله بوانو رئيس المجموعة النيابية للعدالة والتنمية. وفضلا عن انتخاب رئيس مجلس النواب تعد هذه الدورة البرلمانية محطة أيضا، لتجديد هياكل المجلس.
ويمثل الاستحقاق الرقابي والتقييمي الهام المتمثل في تقديم الحصيلة المرحلية لعمل الحكومة أمام البرلمان طبقا لمقتضيات الفصل 101 من الدستور، لحظة سياسية ودستورية رفيعة وتمرينا ديمقراطيا وتواصليا خلال هذه الدور، يعكس نضج الممارسة البرلمانية المغربية والتفاعل البناء بين السلطتين التنفيذية والتشريعية فضلا عن كونه فرصة لإطلاع الرأي العام الوطني على المنجز الحكومي ومدى وفاء الحكومة بتعهداتها المتضمنة في برنامجها الحكومي باعتباره أساسا تعاقديا مع المواطنين.
