عقد مجلس جهة فاس مكناس دورته العادية يوم الاثنين 02 اكتوبر 2023 على الساعة العاشرة صباحا بمقر مجلس الجهة، برئاسة عبد الواحد الأنصاري، رئيس مجلس الجهة، وبحضور الكاتب العام لولاية الجهة، والسيدات والسادة أعضاء مجلس الجهة.
وقد عرفت أشغال هذه الدورة تقديم التقرير الاخباري من طرف رئيس مجلس الجهة، والذي تطرق فيه للعديد من المحاور، من أهمها: إعداد برنامج التنمية الجهوية 2027-2022، وتتبع تنفيذ المشاريع المدرجة في العقد برنامج بين الدولة والجهة، وتتبع تنفيذ برنامج تقليص الفوارق المجالية والاجتماعية بالوسط القروي 2016-2023، وإعداد مشروع ميزانية الجهة برسم السنة المالية 2024، وتفعيل التصميم المديري الجهوي للتكوين المستمر لفائدة المنتخبين، وتفعيل برنامج الانفتاح.
وتميزت هذه الدورة بالدراسة والمصادقة على مشروع ميزانية الجهة برسم السنة المالية، والذي تم إعداده طبقا للقوانين التنظيمية والتطبيقية الجاري بها العمل، وبناء على رسالة وزير الداخلية حول الاعتمادات التقديرية المرصودة لجهة فاس مكناس 2024، من حصص ضرائب الدولة ومن الميزانية العامة للدولة.
كما عرفت أشغال هذه الدورة الدراسة والمصادقة على عدة مشاريع اتفاقيات، ، تهم ميادين مختلفة من بينها :
مشروع اتفاقية شراكة من أجل المساهمة في تنظيم دورات المعرض الجهوي للنشر والكتاب بالجهة، بهدف تعزيز صناعة النشر باعتبار المعرض منصة للناشرين و الكتاب لعرض أعمالهم و تسويقها، وتشجيع التفاعل الثقافي بين القراء و المؤلفين و الناشرين؛
مشروع اتفاقية شراكة وتعاون من أجل بناء وتجهيز المركز الجهوي للمستعجلات والمساعدة الطبية الاستعجالية، لتقديم المساعدة الطبية اللازمة و خدمات الإسعافات الاستعجالية.
مشروع اتفاقية شراكة من أجل بناء وتجهيز المركز الجهوي لتحاقن الدم بفاس وملحقته بمكناس، والذي يهدف الى تحسين جودة الخدمات المقدمة للساكنة وتحسين ظروف العمل بالمركز.
كما تم خلال هذه الدورة أيضا الدراسة والمصادقة على مشروع اتفاقية إطار لإحداث سوق الجملة للمنتجات الفلاحية والغذائية من الجيل الجديد بجهة فاس مكناس، بالإضافة الى مشروع اتفاقية شراكة من أجل بناء وتهيئة وعصرنة بنيات تسويق المنتجات الفلاحية بعمالة فاس، ومشروع بروتوكول اتفاق من أجل إعادة هيكلة المرافق التابعة للمجازر الجماعية بمكناس، وغيرها من مشاريع الاتفاقيات.
وفي ختام أشغال هذه الدورة، تمت الدراسة والمصادقة على مشروع برنامج عمل انفتاح الجهة، والذي سيمكن من انخراط الجهة في الشبكة المغربية للجماعات الترLابية المنفتحة.
