اعتمد مجلس الأمن الدولي، أمس الجمعة، قرارا يدعو إلى السماح بإيصال المساعدات الإنسانية بشكل “فوري ودون عوائق” إلى السكان المدنيين في قطاع غزة.
وفي هذا القرار، الذي تم اعتماده بتأييد 13 عضوا وامتناع عضوين عن التصويت، “يجدد أعضاء المجلس التأكيد على ضرورة امتثال أطراف النزاع لالتزاماتها بموجب القانون الإنساني الدولي، ويطالبونها بالسماح الفوري بإيصال المساعدات الانسانية بشكل موسع وآمن ودون عوائق إلى السكان المدنيين الفلسطينيين في جميع أنحاء قطاع غزة”.
وفي هذا الصدد، يدعو الأعضاء الخمسة عشر إلى “اتخاذ خطوات عاجلة للسماح فورا بإيصال المساعدات الإنسانية بشكل موسع وآمن ودون عوائق ولتهيئة الظروف اللازمة لوقف مستدام للأعمال القتالية”.
ومن أجل تسريع إيصال المساعدات الإنسانية إلى السكان المدنيين في قطاع غزة، يدعو القرار الأمانة العامة للأمم المتحدة إلى تعيين “كبير لمنسقي الشؤون الإنسانية وشؤون إعادة الإعمار”.
وسيكون المنسق، وفقا للقرار الذي قدمته دولة الإمارات العربية المتحدة، مسؤولا بشكل خاص عن “تيسير وتنسيق ورصد جميع شحنات الإغاثة الانسانية المتجهة إلى غزة”.
كما يطلب القرار من المنسق الجديد أن يقوم على وجه السرعة بإنشاء “آلية للأمم المتحدة من أجل التعجيل بتوفير شحنات الإغاثة الإنسانية لغزة” عن طريق الدول التي ليست أطرافا في النزاع.
وبالإضافة إلى ذلك، يطالب أعضاء المجلس “بالإفراج الفوري والامشروط عن جميع الرهائن”.
