ذكر بلاغ لرئاسة الحكومة بأنه تمت المصادقة على مشروع مرسوم رقم 2.20.474 يتعلق بالتعلم عن بعد. خلال المجلس الحكومي المنعقد يوم أمس الخميس .
وسيمكن المشروع من وضع إطار قانوني لتحديد شروط وكيفيات تقديم التعلم عن بعد لفائدة المتعلمين بمؤسسات التربية والتعليم والتكوين المدرسي والمهني والجامعي بالقطاعين العام والخاص، وذلك طبقا لمقتضيات القانون الإطار رقم 51.17 المتعلق بمنظومة التربية والتكوين والبحث العلمي،
كما يحدد المشروع ذاته تعريفا للتعلم عن بعد وأنواعه، وكذا الجهات المعنية بتقديمه بالقطاعين العام والخاص، فضلا عن شروط وضوابط وكيفية تقديم التعلم عن بعد والفضاءات والمقرات التي سيتم فيها، وكذا كيفية إعداد الموارد الرقمية السمعية والبصرية الخاصة بالتعلم عن بعد.
ويهدف المشروع إلى تحديد الحقوق والواجبات المرتبطة بالتعلم عن بعد، الخاصة بالمتعلمة والمتعلم وكذا الأطر التربوية والتكوينية والإدارية والتقنية، وإخضاع هذه الأخيرة لتكوين خاص في مجال التعلم عن بعد، فضلا عن إحداث لجنة وطنية ولجان جهوية تتولى تتبع وتنمية وتطوير التعلم عن بعد وتقييمه، مع تحديد تركيبتها وطريقة عقد اجتماعاتها.
