بمبادرة من المملكة المغربية، وبمجهود ملحوظ من طرف تمثيليتها الدائمة لدى الأمم المتحدة بنيويورك، وبدعم دولي كبير، صادقت الجمعية العامة لهيئة الأمم المتحدة بالإجماع في دورتها 75، بنيويورك، على القرار الأممي المعدّل، المتعلق بـ : “دور مؤسسات أمناء المظالم والوسطاء في تعزيز حقوق الإنسان وحمايتها والحكم الرشيد وسيادة القانون”.
وتعتبر هذه المبادرة تجسيدا للمسعى الذي قاده وسيط المملكة بتنسيق مع المعهد الدولي للأمبودسمان، كما تعتبر خطوة مهمة لإرساء علاقات التعاون بين مؤسسات الوسطاء والأمبودسمان وأجهزة الأمم المتحدة، وتعزيز مكانتها على هذا المستوى، وتحقيق المزيد من إشعاعها، ودعم أدوارها في مجال الدفاع عن الحقوق الارتفاقية في علاقة المواطنين بالإدارة وترسيخ مبادئ الحكامة الجيدة.
وجدير بالإشارة، أن المستجدات الواردة في القرار الأممي المذكور، بلورت تصورا متطورا لنظرة الأجهزة الأممية لدور مؤسسات الوساطة وأمناء المظالم في تعزيز الحكم الرشيد وسيادة القانون، من خلال ما تم إقراره من تعديلات جوهرية تنسجم مع واقع مؤسسات الوساطة والأمبودسمان ومع أدوارها وصلاحياتها وتأصيل مرجعياتها، سيما ما يتعلق بمبادئ البندقية حول “حماية مؤسسة الوسيط والنهوض بها”.
